1.  (agenda item) Introductions and Public Comment:
        Minutes:   No public comment

2. (agenda item) Subcommittee report Identifying any existing hazardous and safety road and intersection conditions
Action: a) DOT traffic safety Engineer presentation
Action: b) Present top 10 segments and Intersection from CHP and DOT accident maps Allen,        John & Kevin)     
Minutes: Item discussion was postponed to next meeting do to availability of guest speaker and committee members.

3. (agenda item) Compare EDH 2010 baseline traffic street count with 2012 Demand Model projections (Don)
Action: Review and endorse comparison spread sheet
Minutes: Spread sheet will be updated to include highway 50 traffic counts for next meeting.

4. (agenda item) Finalize  the overall traffic circulation map for EDH
Action: a) Review DOT’s new circulation map with peak hour data and accept map as representing overall EDH circulation
Minutes: Natalie provided an updated map with peak hour data.  There was limited discussion on the map with a request to include highway 50 data on the map.  Natalia will try to have the information by next meeting. 

5. (agenda item) Review and Add any New Transportation/ Traffic goals
Action: Prepare preliminary transportation policies list for EDH community ID
Minutes: Two draft policies were discussed at the meeting and there was long discussion of number 2.  A redraft of number 2 will be prepared for next meeting with suggested modifications of increase number of units and adding a table with corridors names.
Draft 1  Traffic measurement counts shall be conducted at least one a year during the highest traffic period and the schools must be in session.
Draft 2    Any new residential development of 5 units or more that will cause a major corridor in EDH to exceed level of service D shall be required to put in place road improvements that will keep the service D or less

6. (agenda item) Select streets and roads for improvement priority list.
Minutes: List will be started after circulation map has been completed.

Minutes:

Norm Rowett:
Led introductions and requested public comment on non-agenda items.
           

Action: Members were asked to review other community Transportation and Traffic polices for potential modification and inclusion in potential new EDH transportation policies for the community ID.  Members were asked to submit two potential policies for consideration at the next meeting.

The committee will prepare a priority list for transportation/traffic improvements needed for EDH on completion of the traffic circulation and accident maps analysis.

Natalie Porter:
Submitted new TDM map with peak traffic count comparisons from 2010 base to 2012 actuals

Action
: Will coordinate a representative from County to discuss EDH accident history for next meeting.

New Traffic Demand Model –
Action: Don Van Dyke submitted a preliminary spread sheet comparing TDM traffic calculations to 2012 data.  Don will include the new peak hour data to the spread sheet as part of the overall comparison.  Final version of the spread sheet will be available on the CEDAC-EDH website when completed.

Norm Rowett will request that the new TDM model be used to compare the soon to be released Dixon Ranch Traffic Impact Analysis to determine any differences between the two analytical methods. The request will be submitted after TDM model has been verified by the subcommittee.

General Meeting Action -

  • Action: The CHP traffic accident map for EDH was reviewed and high accident road segments were discussed.  Three member of the committee (Allen, John C & Kevin) will review the accident maps and create the top 10 areas that the committee will focus on to make a priority road improvement list.
  • Andrea Howard reported that the City Folsom is working on a grant to make Blue Ravine Road (Green Valley Road) from East Natomas to the County line a four lane road.  The City has requested a grant support letter from the County
  • The transportation questions for community survey were finalized at the meeting.  A copy will be posted on the CEDAC-EDH website.
New committee meeting dates were added to the schedule.  The new dates are 8-5-13, 8-19-13, 9-9-13 and 9-23-13 all on Monday evening at 6:30 PM at the same location

 

Goals: (No new goals added at the meeting)

    1. The group agreed that we wanted to analyze the baseline for validity.
      • Comparing 2010 projection to 2012 actual to see if the data is accurate
      • Run a sample project through the system to see if the reports agree with developer’s reports. Dixon?
    2. Identify problem areas in El Dorado Hills and Prioritize areas of improvement for the county.
    3. Provide four public survey questions on Transportation issue in EDH. (Completed 7-22-13)
    4. Request County to add Micro function to TDM.

Request that Member start thinking about Transportation and Traffic polices for EDH community ID.

The committee will prepare a priority list for transportation/traffic improvements needed for EDH.

Natalie Porter:

  • County will submit Traffic Demand Model (TDM) to SACOG and Caltrans for validity verification.  (Waiting results of verification)
  • Will be on vacation for 3 weeks and Claudia Wade will be contact point in her absence

New Traffic Demand Model –

  • Committee requested that highway 50 traffic counts and peak traffic counts be added to EDH traffic count map. (Waiting return of Natalie Porter for action).
  • The TDM is a macro model focusing on road segments rather than intersections.  Committee will request that County update TDM to include Micro function to analyze intersection operations. (Letter to BOS /DOT has not been sent as of 7-8-13)
  • Don Van Dyke will compare 2012 TDM projected counts with actual 2012 measure count data to check accuracy of the projections. (Don’s review shows some accurate projects within the 5% and a few greater than 15%.  Don will prepare a spread sheet documenting his finding and a copy will be sent to Natalie for review before publishing the findings on CEDAC-EDH website.
  • Norm Rowett will request that the new TDM model be used to compare the soon to be released Dixon Ranch Traffic Impact Analysis to determine any differences between the two analytical methods to determine traffic impacts.  (Waiting return of Natalie Porter for action).

Kevin Bewsey will check with CHP and Ellen Van Dyke with check with County Sherriff office for accident information for EDH.  (Kevin has already obtained the CHP’s accident map for EDH and it will be attached to the meeting minutes)
  • Update of the traffic circulation map for EDH.  Andrea Howard will check with Folsom on the status of making Blue Ravine Road (Green Valley Road) from East Natomas to the County line a four lane road.
  • A draft copy of the transportation questions for community survey was completed at the meeting.  A copy will be circulated to committee members for final review.

Minutes:

Norm Rowett led introductions and requested public comment on non-agenda items.

  • Received letter From Kim Kerr, Acting Director of Community Development Agency (See Attached letter).

Natalie Porter:

  • County will submit Traffic Demand Model (TDM) to SACOG and Caltrans for validity verification.
  • Will be on vacation for 3 weeks and Claudia Wade will be contact point in her absence.
  • Natalie submitted a new EDH traffic count map which included TDM projection from the 2010 base to compare with the actual measured 2012 count data.
  • Natalie said that standard for accuracy of TDM’s is +/- 10 % for major arterials and +/- 15% for minor arterials.

New Traffic Demand Model –

  • Committee requested that highway 50 traffic counts and peak traffic counts be added to EDH traffic count map.
  • The TDM is a macro model focusing on road segments rather than intersections.  Committee will request that County update TDM to include Micro function to analyze intersection operations.
  • Don Van Dyke will compare 2012 TDM projected counts with actual 2012 measure count data to check accuracy of the projections.
  • Norm Rowett will request that the new TDM model be used to compare the soon to be released Dixon Ranch Traffic Impact Analysis to determine any differences between the two analytical methods to determine traffic impacts.
  • Jim Moore discussed Measure Y requirements and Traffic analysis zones.
  • Allen Stansbury made a field trip to Natalie’s office to see how the model works and was impressed with the operation.
